    SCOPE AND PURPOSE:

    The Chief of Party (COP) provides overall strategic, technical, and programmatic leadership for the project and serves as the primary point of contact for the USDA Food For Progress (FFPr) Program funded "Peruvian People, Nature and Spices Partnership" (PENS) project. PENS is implemented by NCBA CLUSA in partnership with several implementing partners, and other key stakeholders. The position is responsible for the management oversight, ensuring the high quality project implementation in accordance with NCBA CLUSA's international program management and ethics in business standards and with its technical approach and principles. S/He has expertise in, and experience managing, agricultural value chain development in Peru, including spices, cooperative development, and access to financial opportunities. The position requires excellent interpersonal, communication, analytical and writing skills. S/he must bring strong, demonstrated skills in public and private partnerships, and stakeholder management. S/He will ensure that NCBA CLUSA's values, methodology and approaches are being uniformly implemented throughout the project.

    ESSENTIAL AREAS OF RESPONSIBILITY

  • Provides overall strategic, technical, and programmatic leadership to ensure an integrated vision among the program's components, and in line with NCBA CLUSA guidelines and regulations, as well as those agreed with the program's donor.
  • Serves as the key liaison between donor, alliance partners, host government and private sector stakeholders to foster positive relationships.
  • Leads the preparation of the project's work plans, monitoring of the project's progress, and timely delivery of all reporting and deliverables ensuring performance quality and compliance with donor and NCBA CLUSA requirements.
  • Manages and develops project staff to ensure that all work performed under the agreement is of high quality and meets performance standards.
  • Oversees the project's budget and all project's financial resources, ensuring accuracy, integrity, and compliance.
  • Oversees the project's communications, broad dissemination of experiences and results, including compliance with NCBA CLUSA and donor requirements.
  • Serves as the key/primary point of contact for the PENS project with USDA regarding day-to-day implementation and management matters relating to the agreement.
  • Overall responsibility for assuring that all assistance provided under the PENS program is technically sound and appropriate, and for adequately managing and supervising all work performed under the program.
  • Creates an enabling environment that cultivates and fosters a strong collaborative, adaptive and learning by doing approach, with diverse stakeholders as well as respect for relevant rules and regulations for the project's implementation.

  • SKILLS AND EXPERIENCES

    Advanced degree (master's level or higher) in business, management, or a relevant discipline. Bachelor's degree in business administration, law, economics, agronomy, or related disciplines (required)

  • Minimum of ten years of direct relevant management experience implementing multi-year and donor-supported programs, preferably in Peru and in the areas related to NCBA CLUSA's core focus sectors: food security and agriculture, including creating economic opportunities, market systems and private sector development, natural resource management, cooperative development, integrated women and gender initiatives, and community-based services (required)
  • Minimum of eight years supervising technical and support staff in international development, preferably in the context of economic and agricultural development and/or alternative development (required)
  • Proven ability for strategic thinking and planning capacity to support five-to ten-year organizational plans and trends in development initiatives (required)
  • Expertise in Organization Development, Institutional Capacity Building, Cooperative Development, Agribusiness Management or agricultural Marketing; agricultural development and Value chain strengthening. Partnership Building for sustainable economic opportunities; ability to design systems for project or design project (required)
  • Expertise in directing projects linked to the production and commercialization of agricultural products, including spices (desired)
  • Significant experience in partnership building, preferably in Peru, including the private sector, government entities, international cooperation stakeholders, and community-led organizations (desired)
  • Proven effective personnel and resource management, coordination, conflict resolution, facilitation, and decision-making skills (required)
  • Extensive knowledge of donor rules, regulations, and processes (required)
  • Skills in problem analysis, problem resolution and conflict management at a functional and strategic level (required)
  • Commitment to company mission, vision, principles, and values (required)
  • Strong knowledge of national and local political institutions, socio-economic environment and culture (desired)
  • Excellent communication and interpersonal skills (required)
  • Strong public presentation skills, including the ability to represent the project and NCBA CLUSA to key stakeholders (required).
  • Fluency in Spanish (required) and working knowledge of English (required)
  • Excellent computer skills (Outlook, Word, Excel) (desired)
  • Ability to travel to field sites 20% of the year (required)
