The Global Green Growth Institute - GGGI is an intergovernmental organization, based in Seoul - South Korea, founded to support and promote a model of economic growth known as "green growth".

Green growth refers to key aspects of economic performance such as poverty reduction, job creation, social inclusion and environmental sustainability.

GGGI works with countries around the world, building their capacities and working alongside them on green growth policies with potential impact on the lives of millions of people.

GGGI collaborates with countries, multilateral institutions, government agencies, and the private sector to help build economies that are prosperous and efficient, sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change.


In Peru, GGGI, in consortium with the World Agroforestry Center (ICRAF) and the Peruvian Society of Environmental Law (SPDA), is implementing the AgroFor project, which is funded by the government of Norway.

This 3.5-year initiative will help the government of Peru create the institutional, technical, legal and financial conditions to enable the implementation and successful execution of Contracts in Use for CUSAF Agroforestry Systems in the Peruvian Amazon.

Through the CUSAF, small family producers will have access to enabling titles to the lands they manage, conditioned to the implementation of sustainable use practices, with adequate technical and financial incentives.


The AgroFor Project has an intermediate result defined as follows: "Incentive scheme in public funds of incentives for the support of small farmers of CUSAF holders".

This result is led by GGGI.

To obtain the result proposed in the Project, GGGI seeks to identify entities that grant opportunities or incentives such as subsidies or loans so that CUSAF holders can carry out more profitable and sustainable productive activities.


In this sense, the sustainability of the intervention is based on the institutionalization and development of public financial opportunities or incentives for CUSAF holders.

On this basis, it is hoped to improve their productive capacity and can be insertedinto the formal market economy, in addition to fostering the conditions for the continuity of their land-use improvement activities, with a practical commitment to reduce deforestation.

OBJECTIVES OF THE ASSIGNMENT:


The purpose of this consultancy is to carry out an analysis of the management documents (Directives, conditions, requirements, criteria, guidelines, etc.) of the prioritized public entities, and propose improvements that allow incentives and/or public credits to be made viable for CUSAF holders.


DELIVERABLES AND PAYMENT SCHEDULE:

To achieve the objective of this consultancy, the activities to be developed are detailed below:

  • Review the regulations related to the granting of Assignment contracts in use for agroforestry systems (CUSAF).
  • Characterize the holder or potential holder of a CUSAF, with the information generated in the Agrofor Project.
  • Carry out an analysis of the current management documents (Directives, conditions, requirements, criteria, guidelines, etc.) of the 06 selected public entities to determine whether or not it is possible to grant incentives and / or credits to the holders or potential holders of a CUSAF.[1]
  • Propose improvements to the management documents of the entities that do have the possibility of granting incentives and / or credits to the holders or potential holders of a CUSAF. These improvements should be built in coordination with the identified public entities and with GGGI.
  • Organize working meetings and coordination with the identified entities and with the GGGI team.
  • Coordinate with GGGI to define necessary coordination meetings with the AGROFOR consortium and SERFOR.

  • A power point presentation of the results of this evaluation, to be presented to the Agrofor Consortium and SERFOR.
